By Breaking Belize News Staff: A police constable accused of executing his ex-mother-in-law and her twin brother remains before the court without a case file, as his double murder matter was adjourned yet again.
Twenty-five-year-old police constable Orvin Justin Williams, of Hattieville Village, appeared on Tuesday, April 21, 2026, in Court #3, where disclosure was expected in his ongoing murder case. However, the prosecutor informed the court that no case file is currently available, as the file was returned to the office of the Director of Public Prosecutions (DPP), which has instructed police to carry out further investigations.
Williams, who is represented by attorney Darrell Usher Jr., is facing his third adjournment since disclosure was first ordered. Usher Jr. raised concern in court, noting that the six-month period typically allotted for disclosure has already elapsed.
The presiding Magistrate acknowledged the concern for the record but ruled that the prosecution remains within the permissible timeframe. Given the seriousness of the charges, the court granted the adjournment and set the next court date for May 6, 2026.
Williams was initially arraigned on October 15, 2025, on two counts of murder in connection with the fatal shooting of 57-year-old siblings Paula Belisle and Paul Esquillano in Hattieville Village.
According to police, the deadly incident occurred on September 15, 2025, around 2:00 p.m. at a residence on Ysaguirre Boulevard in Hattieville. Responding officers found Belisle suffering from gunshot injuries; she later died while being transported to the Karl Heusner Memorial Hospital. Her twin brother, Esquillano, was found dead at the scene with multiple gunshot wounds.
Investigators recovered five 9mm expended shells at the scene. Initial findings suggest that a lone gunman arrived at the property in a vehicle, opened fire on the siblings, and fled shortly after.
Police later identified a rental vehicle seen leaving the area, which was subsequently located and processed in Belize City. Williams was first detained two weeks after the killings, released, and then re-detained after new evidence surfaced. Despite being interviewed twice in the presence of attorneys, he reportedly declined to answer investigators’ questions.
Authorities say witness statements gathered during the investigation led to Williams being identified as the alleged shooter, resulting in him being formally charged with the double murder.
The case remains at a preliminary stage as investigators continue to compile evidence following directives from the DPP.
