Belize National Reparations Committee says Britain’s acknowledgement of slavery must lead to meaningful reparatory justice

Press Release

The Belize National Reparations Committee notes the October 30, 2026, article written by British Prime Minister Andy Burnham and published in The Guardian, in which he acknowledges Britain’s involvement in the transatlantic slave trade, expresses openness to a formal apology and offers structured dialogue, while rejecting financial reparations.

While welcoming the opportunity for dialogue, the Committee respectfully challenges the argument that present-day British citizens cannot be held responsible for injustices committed by previous generations. Reparations are not about assigning personal guilt to today’s British citizens; however, governments inherit treaties, debts, assets and obligations from previous administrations. Historical responsibility cannot simply disappear with the passing of generations.

In Belize, formerly British Honduras, enslaved Africans labored in the forests extracting logwood and mahogany to generate wealth for British merchants and the colonial economy. When slavery was abolished, British slave owners received compensation, while the enslaved received nothing for generations of forced labor and suffering. The consequences of that injustice deserve acknowledgment and appropriate redress.

The Committee recognizes that a sincere apology would be a meaningful step forward, but reparatory justice must go beyond words. CARICOM’s Ten-Point Plan includes education, health, cultural restoration and economic development, as well as other measures intended to address the enduring consequences of slavery and colonialism.

Belize welcomes structured dialogue with Britain, even where disagreements remain over compensation. However, meaningful negotiations cannot begin with one party unilaterally deciding which forms of reparations are off the table.

The Belize National Reparations Committee stands with its CARICOM partners in pursuing constructive engagement with the British government, grounded in historical truth, mutual respect and a shared commitment to justice.

Reparations are not about punishing the present generation for the past. They are about accepting historical responsibility and repairing injustices whose consequences continue today.
