Belize assumes Pro Tempore Presidency of the Council of Ministers of Health of Central America and the Dominican Republic

By Zoila Palma:  Today, the Dominican Republic officially transferred the Pro Tempore Presidency of the Council of Ministers of Health of Central America and the Dominican Republic (COMISCA) to Belize, following the conclusion of its six-month leadership period focused on advancing agreements and initiatives to strengthen regional health integration, technical cooperation, and the capacity of health systems across the region.

The handover took place during the LXIII Ordinary Meeting of COMISCA, where the Minister of Public Health of the Dominican Republic, Víctor Atallah, formally transferred the leadership of the organization to Belize’s Minister of Health and Wellness, Kevin Bernard.

The transition marks Belize’s commitment to continuing a regional agenda built on cooperation, scientific evidence, and collective action.

“Today, we transfer this responsibility to the brotherly people and Government of Belize with the confidence that they will continue advancing this path of integration. The Dominican Republic will continue to actively support this effort, convinced that regional cooperation is the best response to building more resilient health systems and protecting the well-being of our people,” stated Minister Víctor Atallah.

Upon assuming the Pro Tempore Presidency, Minister Bernard reaffirmed Belize’s commitment to advancing the priorities established by COMISCA member states and strengthening regional collaboration. He highlighted that the health challenges facing countries require collective solutions and continued cooperation.

“Belize assumes this responsibility with a firm commitment to cooperation and regional integration. The health challenges our countries face transcend borders. Whether addressing non-communicable diseases, strengthening the health workforce, improving access to essential medicines and health technologies, responding to public health emergencies, or building more resilient health systems, our progress is greater when we work together,” Bernard said.

The rotation of the COMISCA Pro Tempore Presidency is carried out in accordance with Article 3 of the Regulation of the Pro Tempore Presidency of the Central American Integration System (SICA), which establishes that the presidency is held on a six-month rotational basis following the geographic order of Central America.
