Senior Magistrate won’t consider bail for Harold Palma until he gets psychiatric evaluation despite the fact that Government has no doctor to conduct assessments; Palma asks ‘how much longer?’ as he and 40 others pine away in prison pending psych-eval that won’t come

By Breaking Belize News Staff: Thirty-seven-year-old Honduran national Harold Palma remains behind bars as he continues to await a court-ordered psychiatric evaluation more than three months after his initial arraignment.

Palma, described in court as having no fixed address, is accused of aggravated assault with a knife against a police officer outside the Novelo’s Bus Terminal in early January 2026. Due to concerns about his mental state, no plea has been taken, and the court had ordered a psychiatric assessment. However, that evaluation has yet to be conducted, reportedly due to the ongoing lack of a psychiatric doctor within the Ministry of Health.

When Palma appeared before a Senior Magistrate in Court #2 earlier this week, he was asked whether he had been seen by a doctor. He told the court he had received medication but complained about its side effects.

Given the seriousness of the charge and the uncertainty surrounding his mental condition, the court declined to grant bail at this time. The matter was adjourned again to May 4, 2026, with the Senior Magistrate noting that bail would not be considered until a proper evaluation is completed.

During the hearing, Palma questioned how much longer he would remain in custody and asked the court to clarify the length of the adjournment. He also stated that he has no immediate family support, noting that his mother is deceased but mentioning a brother who may be located near a local business. The court indicated efforts would be made to contact the relative.

Palma was first arraigned on January 5, 2026. Police allege that on the afternoon of the incident, he was seen at a bus stop behaving aggressively while holding a knife and threatening bystanders. When approached by police, he allegedly pulled the weapon on the female officer and made threats, prompting officers to intervene and disarm him. He was subsequently detained and charged with aggravated assault.

The case remains pending as the court continues to await a psychiatric evaluation to determine Palma’s fitness to proceed. Many of them have been on remand for months and are stuck in the system as long as Government does not rectify this issue.
