
By Breaking Belize News Staff (HP): Business owners in rural Cayo are being put on notice that they will soon need a trade license to operate, as the government moves ahead with its long discussed Rural Trade License.
In an official notice to village council chairpersons in the Cayo District, the Ministry of Rural Transformation announced that the temporary hold on the Rural Trade License has been lifted. The license is now officially approved for implementation effective January 2027, and the Ministry says it is already facilitating applications.
The Ministry is calling on village council chairpersons to help spread the word, asking them to notify and update all business owners operating within their village jurisdictions. According to the notice, ensuring that all local businesses are in full compliance with the updated regulations is vital for a smooth transition.
The Rural Trade License is part of a wider reform of the country’s trade licensing system. For the first time, businesses operating in villages will be brought under the trade license regime, which until now applied mainly to businesses in the cities and towns. Under the new system, the fees collected are intended to go directly to village councils, giving rural communities a new source of revenue to fund local services.
The amount a business pays is based on what is known as its productive footprint, meaning the actual space where the business operates. Under the framework set out in the law, the smallest businesses are exempt, mid sized operations pay set flat fees, and larger businesses are assessed based on rental value, with a cap so that no rural business is expected to pay more than $2,000. The change has been welcomed by some as a way to strengthen village finances, while business groups have previously raised concerns about adding new costs for operators.
