Mother shows up in court to pay $30 toward $400 fine for former murder convict son who was sent back to jail for public drinking

By Breaking Belize News Staff: The mother of a former murder convict is speaking out after her son was remanded to the Belize Central Prison, claiming he was jailed for owing just $30 in unpaid fines. Sixty-year-old Mary Diana Jex, mother of 42-year-old Kevin Michael Jex, told reporters outside the Belize City Magistrate’s Court that all she could afford to pay was $30, even though her son’s total outstanding court debt amounts to $400.

Jex appeared unrepresented before a Magistrate on November 18, 2025, where he pleaded not guilty to a charge of public drinking. He was accused of consuming a Belikin beer on North Front Street on November 16. After entering his plea, he asked the court for self-bail, saying he had no one to assist him, but the Magistrate denied the request because he could not show special circumstances.

He was offered bail of $400 plus one surety in the same amount but could not secure his release because of outstanding fines dating back to 2013. With no one to pay the balance, he was remanded. His mother says that since arriving at prison, her son has been placed “in the hole,” referring to solitary confinement.

Kevin Jex was once sentenced to life in prison for the 2013 murder of security guard Desmond Miller, who worked at the San Pedro Belize Express terminal. Jex claimed Miller threatened him with a baton, leading to a violent attack in which Jex beat Miller with a piece of wood. Miller later died from his injuries. Jex’s sentence was later reduced from life to eight years.

His mother says she hopes her partial payment will allow him to be released today, but court records show he must settle the full outstanding amount before he can leave custody.
