By Zoila Palma:  Wilson Joseph, the leader of Haiti’s powerful 400 Mawozo gang, has written to United Nations Secretary-General António Guterres requesting the deployment of a UN delegation to facilitate dialogue and mediation.

In a letter sent today, Joseph warned that tensions surrounding the deployment of Salvadoran troops to Haiti could trigger further violence and reprisals, leaving civilians to bear the consequences.

A source confirmed that the United Nations had received the letter, AP reports.

The request follows the October 18 attack on four Salvadoran aviation technicians in Plaine du Cul-de-Sac, who remain missing. In response, El Salvador’s President Nayib Bukele deployed more than 2,000 troops to Haiti.

Joseph expressed concern over Bukele’s statements, warning that the situation could escalate into a cycle of retaliation. He described 400 Mawozo as a “rebel group” and said he was prepared to participate in meetings aimed at reaching a peaceful agreement and establishing lasting stability.

“Given Mr. Nayib Bukele’s vengeful remarks, expectations, and threats, I fear this situation will lead to an escalation of violence and a logic of reprisals, of which the Haitian people would be the first victims,” he said.

In his two-page letter, Joseph claimed he had “officially raised the white flag” since August 20 and called for dialogue between international forces operating in Haiti and his gang. He also stressed that civilian protection, particularly for children and vulnerable families, should remain central to any international initiative.

However, the appeal comes as armed confrontations have intensified in areas near Port-au-Prince, where Haitian security forces and an international gang-suppression force, alongside private security firm Vectus Global, have been fighting armed groups.

Haiti continues to face a severe security crisis, with the United Nations reporting that more than 5,700 people were killed or injured across the country between January and mid-September.
