Government of Belize launches BZ$10 million project to improve water security

The Ministry of Economic Transformation (MET), Ministry of Rural Transformation, Community Development, and Local Government (MRT), and the Protected Areas Conservation Trust (PACT) today launched the Securing Water Resources through Solar Energy and Innovative Adaptive Management (SEAM) project.

Financed through the Adaptation Fund’s Large Innovation funding window, this BZ$10 million project will help to improve water access in Boom Creek, Dolores, and Otoxha in the Toledo District, and Copper Bank in the Corozal District. The project will deliver innovative water security solutions in these four rural communities, with more than 1,800 people expected to directly benefit from the five-year project.

PACT will oversee the initiative while the MRT will lead its implementation across the communities. Key components include:

-Design and construction of solar-powered hybrid water systems to provide a safe and sustainable water supply to households.

– Ecosystem restoration and livelihood diversification, particularly for women, through reforestation, watershed rehabilitation, and agroforestry.

– Capacity building and governance strengthening to empower local water boards and promote equitable participation in water management.

Works are already underway in the southern villages, a testament to the Government’s commitment to the project’s objectives and the betterment of the communities.  

Remarks were delivered by Hon. Oscar Requena, Minister of Rural Transformation, Community Development, and Local Government and area representative for Toledo West; Hon. Orlando Habet, Minister of Sustainable Development, Climate Change, and Solid Waste Management; Dr. Hon. Osmond Martinez, Minister of State for Economic Transformation and area representative for Toledo East; Mr. Valentino Shal, Chief Executive Officer in the Ministry of Rural Transformation; and Mr. Carlos Pol, Chief Executive Officer in the Ministry of Economic Transformation. Also joining the government officials at the ceremony were representatives of PACT, MRT, MET, and leaders of the beneficiary communities.

The SEAM Project was approved in 2025 by the Adaptation Fund at its 45th Board Meeting in Bonn, Germany. It represents a significant milestone in Belize’s ongoing efforts to strengthen climate resilience and improve access to sustainable water systems in vulnerable rural communities. The project will serve as a model for scaling integrated climate adaptation approaches in other rural areas across Belize.
