According to Cabinet, the site was actively being used for military exercises at the time of the alleged removal, making the breach particularly alarming for both national security and public safety officials.
Penner has maintained that he did nothing wrong, stating that he believed the items he removed had been abandoned. However, Cabinet has made it clear that his explanation does not resolve the matter.
