By Breaking Belize News Staff (HP): Belizean diplomat Kennedy Carrillo remains on active duty in Canada while the Government of Belize awaits official reports from Canadian officials concerning a reported domestic incident involving her earlier this year.
Minister of Foreign Affairs Francis Fonseca confirmed that the Government has not yet concluded its internal investigation into the matter, which became public in July 2026.
Carrillo, Belize’s representative to the International Civil Aviation Organization (ICAO) in Montreal, was reportedly detained and questioned by Canadian police following an alleged domestic dispute.
Reports identified Carrillo as the alleged aggressor, although the full circumstances surrounding the incident have not been publicly disclosed.
“She’s on active duty, she’s working, she’s on active duty,” Fonseca told reporters.
The Foreign Minister explained that Belizean officials are awaiting reports from Toronto before deciding what action, if any, should be taken.
“I expect that that matter will be resolved sometime in November, and we’ll be able to make a determination and move forward,” Fonseca stated.
Questions surrounding Carrillo’s continued diplomatic service have resurfaced amid national debate over accountability standards for public officials, particularly following controversy surrounding former ICJ Co-Agent Alexis Rosado.
The circulation of an opinion piece by House Speaker Valerie Woods has also prompted renewed questions about whether similar standards should apply to officials facing allegations of misconduct.
For now, Carrillo continues performing her diplomatic responsibilities while the Government awaits additional information.
No final findings from the internal investigation have been announced, and the information provided does not establish that Carrillo committed any offence.
