Hol Chan Marine Reserve withdraws inactive development approvals

By Breaking Belize News Staff (HP): The Hol Chan Marine Reserve has announced the immediate retraction of all previously issued Letters of No Objection for projects that have not yet begun construction within the protected area.

In a public notice issued on June 12, Hol Chan officials explained that environmental conditions and coastal standards change over time, making it necessary to review older project clearances before development proceeds.

According to the reserve, many of the letters were issued following site visits conducted by its technical team years ago. Officials say those approvals cannot automatically be used to begin construction after long periods have passed without activity.

The decision affects projects that have not yet started construction. However, Hol Chan clarified that projects already underway and operating under valid regulatory permits will not be affected by the change.

Reserve officials also emphasized that a Letter of No Objection is not the same as a final development permit. Property owners with pending projects who wish to move forward in the future must contact Hol Chan and submit a new request for review.

The announcement is particularly significant for property owners, developers, and investors operating within or near the Hol Chan Marine Reserve, one of Belize’s most important protected marine areas and a major attraction for tourism.

Hol Chan further reminded stakeholders that all development and structures within the reserve require a valid Letter of No Objection, along with all necessary approvals from relevant government authorities, before any physical work can begin.

The reserve says the move is part of ongoing efforts to sustainably manage Belize’s marine resources and ensure that development activities remain consistent with current environmental standards and conservation objectives.

The announcement comes as Belize continues balancing economic development with the protection of its internationally recognized marine ecosystems, including sections of the Belize Barrier Reef Reserve System, a UNESCO World Heritage Site.
