Belize represented at regional parliamentary workshop on care systems in Grenada

Senators Godwin Hylack and Rozel Arana participated in the Caribbean parliamentary workshop titled “Better Practices in Legislation, Policy, and Financing Subsidised Care Systems: Using the ‘5R’ Approach and Principles”, held from April 16th – 17th, 2026, in St. George’s, Grenada.

The workshop was jointly hosted by ParlAmericas, the Parliament of Grenada, and UN Women Multi-Country Office – Caribbean, and brought together parliamentarians and key stakeholders from across the Caribbean region. The engagement focused on strengthening legislative, policy, and financing frameworks to support comprehensive and inclusive care systems.

The workshop explored the “5R” framework for care systems, recognizing, reducing, redistributing, rewarding, and ensuring representation of care work while addressing its critical role in advancing gender equality, sustainable development, and inclusive economic growth.

During the sessions, participants engaged in high-level discussions on the care economy, national legislative frameworks, and emerging best practices in care policy. The Honourable Godwin Hylack contributed to the parliamentary exchange on current national care laws and policies, sharing insights from Belize’s perspective.

Senator Rozel Arana served as a working table moderator during a session on parliamentary actions to strengthen care legislation and policy, facilitating dialogue among regional counterparts on strategies to enhance national-level interventions.

The workshop further examined financing mechanisms for care systems, gender-responsive social protection, and the role of parliamentarians in legislative development, oversight, and public engagement in the care sector.

Honourable Hylack and Senator Arana departed Belize on Tuesday, April 14th, 2026, and returned on Sunday, April 19th, 2026, following their participation in the two-day programme. Travel expenses for the delegation were covered by ParlAmericas.
