Tren Maya expansion: Trade Opportunities and questions about Chinese Investment

By Zoila Palma:  The proposed expansion of Mexico’s Tren Maya into Belize and Guatemala is generating both excitement and scrutiny in the region.

The project, which aims to enhance connectivity across southeastern Mexico and potentially link Belize and Guatemala, is seen as a potential boost for trade, particularly for Belizean products reaching Mexico, Guatemala, and CARICOM markets.

During an interview with Greater Belize Media, Prime Minister John Briceño highlighted the potential benefits of the expansion, “Well we have the foreign minister with us, the minister of energy, Minister Chebat, the CEO for Foreign Affairs and the CEO for Investment in my office, along with Ambassador Jaime Briceño and the Ambassador to Mexico. We have the other issues, the trade issues, the issues of Tren Maya…we want to sell more of our products to Mexico and to Guatemala, and obviously the duties will be lower so that we can be competitive. That is important to us…we need to start to continue not only to speak, but to demonstrate how important Belize is to connect these two countries to the CARICOM countries.”

While the economic prospects are significant, questions have arisen about who is funding the project.

Reports indicate that Chinese companies are involved in the Tren Maya’s construction, but their investments are often channeled in ways that obscure direct financial involvement.

According to a March 2025 article in The Yucatán Times, Chinese investors have used a combination of private sector entities and joint ventures with Mexican companies to mask the extent of their participation, giving the appearance of local ownership while Beijing effectively maintains influence over the project.

Similarly, a 2022 video published by China’s CGTN network highlighted a Chinese company constructing portions of the Maya Train, showcasing Beijing’s technical role while minimizing public attention to the scale of its investment. These maneuvers have drawn scrutiny from international observers concerned about transparency and potential geopolitical influence.

When asked about foreign investment in the Tren Maya and potential U.S. concerns, Prime Minister Briceño responded: “Well if America is prepared to put in the money they are welcome to do so…I repeat, if they are prepared to put in the money we will be happy with the assistance.”

On the matter of Belize’s diplomatic stance with Taiwan amid Chinese involvement, the Prime Minister emphasized: “We are very strong supporters of Taiwan…we support Taiwan simply because we believe in the principle of self-determination…It is because of that principle we are here as a free and independent nation and we believe these people should be given an opportunity to be able to determine their future.”

Belizean officials, including Dr. Louis Zabaneh, Minister of Transport, and Francis Fonseca, Minister of Foreign Affairs, have echoed the importance of pursuing the project while balancing trade opportunities with regional partnerships. Zabaneh said, “I think it is a no-brainer…they have invested billions in that Tren Maya…this is something that working with a neighboring country that has been a friendly supporting partner for many decades…it is a no-brainer that we should do all we can to work with them to see if that dream can be realized here in Belize.”

The Tren Maya’s expansion into Belize presents both opportunities for trade and development as well as questions about foreign influence and environmental impact, making the project a key focus for policymakers and citizens.
