Transport Ministry fails to pay licensing system—Drivers left in limbo

By Horace Palacio: Belizeans trying to renew their driver’s licenses are currently being handed nothing more than receipts—and not because of any system error or technical glitch. The issue stems from the Ministry of Transport’s failure to pay licensing system fees to the developers of the Belize Motor Vehicle Registration and License System.

That system, launched in 2018 in partnership with the Taiwanese Embassy, was designed to modernize the issuance of driver’s licenses countrywide. However, it has now been suspended because outstanding payments to the Taiwanese developers were never made. As a result, the entire platform has been taken offline, halting the production of new or renewed licenses across the country.

Chester Williams, the newly appointed CEO of the Ministry of Transport, confirmed the issue and acknowledged the Ministry’s misstep. “Somewhere along the way, the Ministry dropped the ball,” he admitted. “The fees were not paid, and now we’re working to fix that.”

Williams explained that he will be meeting with the Taiwanese Embassy in hopes of re-establishing communication with the original developers. His goal is to resolve the debt and restore the service. In the meantime, drivers who renew their licenses will only receive a receipt to prove payment, which they are asked to present at checkpoints.

The setback affects not just national license renewals, but also disrupts communication between municipal and national traffic departments, a gap Williams says could undermine road safety and system interoperability.

The Ministry is calling for patience and is also urging law enforcement to honor the receipts as proof of valid licensing until the system is restored.
