By Aaron Humes: On Thursday, a third former employee of the Toledo Teachers Credit Union (TTCU) was arrested and charged as part of an ongoing investigation into financial irregularities at the institution’s Bella Vista Branch.
Herman Cal, 26, of Independence Village, Stann Creek District, was formally charged with one count of theft. This follows the arrests on Wednesday of Manuel Cucul, 39, a police officer, accused of abetment to commit theft, and Kevin Junior Sam, 24, a former loans clerk, charged with theft.
The charges stem from an internal probe and external audit that uncovered significant financial irregularities, including fraudulent loans and misappropriation of funds from members’ accounts. Approximately $460,000 is unaccounted for, and affected members were reimbursed using TTCU’s reserves.
The investigation led to the termination of the entire staff at the Bella Vista Branch in 2025. Police say investigations are ongoing, and further charges are possible.
