By Breaking Belize News Staff: The Office of the Special Envoy for the Development of Families and Children has joined growing calls for greater protection of children at public events following the circulation of a viral video from the Orange Walk Carnival showing a young boy involved in highly sexualized dancing with adult women.
In a statement issued Wednesday, September 23, the Office said it was “deeply concerned” by the video, which it described as depicting “inappropriate adult conduct involving a child during a public parade.”
“Children should never be placed in situations involving sexualized or otherwise inappropriate adult behavior,” the Office stated, stressing that adults have a responsibility to maintain proper boundaries when interacting with minors.
The Special Envoy also raised concern about such incidents being filmed and circulated online as entertainment, warning that what adults normalize is observed and learned by children. Social media users were urged to think carefully before recording or sharing material involving children, particularly where their dignity or well-being could be compromised.
Breaking Belize News has also been affected by the fallout from the video. BBN’s main Facebook page was suspended indefinitely after the platform removed the footage, saying it violated its policies relating to the sexual exploitation of children. The page had carried extensive public discussion of the incident before the suspension.
The statement called on parents and guardians to teach and model appropriate boundaries; schools and youth organizations to strengthen education on healthy relationships and child protection; event organizers to establish clear safeguarding standards; and community leaders to challenge the normalization of inappropriate behaviour involving children.
“Children should not bear responsibility for adult behavior,” the Office stated. “Our response must focus on protecting children, holding adults accountable for their conduct, and creating opportunities for education and prevention.”
The statement follows widespread controversy over footage recorded during the September 21 Orange Walk Carnival Road March showing the boy dancing closely behind three adult women as they danced provocatively in front of him. The woman who originally posted the footage identified the child as her son.
The National Evangelical Association of Belize has since called for police action against the adults involved, while police confirmed Tuesday that inquiries would be made and said the Department of Human Services should become involved. Police also stressed that parental consent or a parent’s unwillingness to pursue a complaint would not prevent authorities from acting where a child’s welfare may be at risk.
The controversy echoes a similar 2024 Carnival incident in which then-Commissioner of Police Chester Williams described sexualized dancing between an adult woman and a young boy as conduct “tantamount to an assault of a sexual nature upon that child.”
The Special Envoy said cultural celebrations should reflect values of “respect, responsibility, dignity and care for one another,” and that children should be able to participate in community celebrations without their safety, dignity or well-being being compromised.
