
Sharole Carr-Saldivar is a trailblazing Belizean public-sector executive and the first woman to serve as Chief Executive Officer of the Ministry of Home Affairs with direct responsibility for the Belize Police Department, a position through which she oversees national security administration, citizen protection, rehabilitation systems, forensic science services, crime analytics, and youth intervention programming.
Under her leadership, the Ministry’s departments, including the Belize Police Department, National Forensic Science Service, Belize Crime Observatory, Belize Central Prison, the Leadership Intervention Unit, and the Firearms & Ammunition Control Board, operate within a unified, strategic governance framework
Sharole is also the first woman to Chair the Firearms & Ammunition Control Board (FACB) and the first woman to Chair the Parole Board of Belize, breaking long-standing barriers within Belize’s security and justice sectors. Her leadership of the FACB has marked a transformative era in firearms governance: establishing a functional unit, securing international technical support, strengthening stockpile management, implementing a national firearms database, and advancing legislative and policy reforms aligned with regional and global standards
At the Ministry of Home Affairs, Sharole has advanced a wide range of high-impact modernization and reform initiatives that have strengthened Belize’s national security architecture. She led the expansion of the Police Support & Wellness Center through the establishment of the Lotus Wellness Center which significantly enhances mental health and psychosocial care for police officers and frontline personnel. Her leadership in digital transformation has modernized key justice and security systems, including the Firearms and Ammunition Control Management System, the online Criminal Records Registry, and the digitization of prison system records. Sharole played a pivotal role in initiating the operationalization of the Belize National Sex Offenders’ Registry, a major milestone in strengthening national safeguarding measures. In firearms governance, she implemented a national firearms database, strengthened stockpile management practices, and deepened international partnerships with CARICOM IMPACS, the OAS, UNODC, and other security partners. Additionally, she directed the nationwide upgrading of police stations and sub-stations, improving operational readiness, service delivery, and working conditions for officers throughout the country.
Before becoming CEO, Sharole served as Program Coordinator of the Leadership Intervention Unit, strengthening youth violence prevention and multisectoral coordination, and previously worked with civil society and various public service institutions. She is also a consultant and entrepreneur, leading IDJ Consulting Services, where she supported national and international agencies in project design, financial administration, and strategic planning
Sharole holds a Master in Project Management, Executive MBA postgraduate coursework, a B.Sc. in Management (Hons.), a Certificate in Public Administration, and multiple professional certifications, including Agile Change Management, Design Thinking Qualified, and GPM-b
Green Project Management. She is currently a Doctoral Student in Organizational Leadership, expanding her academic work in governance, institutional resilience, and security sector transformation.
