By Zoila Palma: Belize has made international headlines after signing a landmark Agreement for Cooperation Regarding the Examination of Protection Requests with the Government of the United States, commonly referred to as a Safe Third Country Agreement.
The signing ceremony was held in Belmopan and formalized by Francis Fonseca, Minister of Foreign Affairs, Foreign Trade, Culture and Immigration, and Katharine Beamer, Chargé d’Affaires of the U.S. Embassy in Belize on October 20, 2025.
Grounded in the 1951 UN Convention on the Status of Refugees, the agreement strengthens Belize’s commitment to humanitarian principles and international law while maintaining robust national safeguards.
Under the terms of the deal, Belize retains full control over transfers, including a national veto, limitations on eligible nationalities, a cap on the number of transferees, and comprehensive security screenings. No individual deemed a threat to national security or public safety will be permitted entry or residence.
The U.S. may also provide financial and technical assistance to enhance Belize’s migration and asylum management systems.
The signing quickly drew global attention, with major outlets such as the BBC, Los Angeles Times, Al Jazeera, and the Daily Express reporting on the agreement.’
