
By Zoila Palma: Today, the Public Utilities Commission (PUC) issued an update noting that on November 17, 2025, the PUC had issued its Initial Decision on Belize Water Services Limited (BWSL) 2026 Full Tariff Review Proceedings (FTRP) submission.
This decision approved a 13.5% increase to the Mean Water Rate (MWR) instead of the 20% rate increase requested by BWSL.
The estimated impact of this is an average increase of approximately 5.5% on a customer’s monthly bill.
“Between November 18, 2025 and December 3, 2025, the PUC invited BWSL and interested parties to submit written comments on the Initial Decision. The PUC received a single response from BWSL, in which the Licensee accepted the Initial Decision of the PUC but requested the introduction of a minimum charge for water consumption of up to 600 gallons,” the PUC explained.
The PUC says that after considering the request and conducting its own analysis, it determined that a minimum charge was appropriate for consumption up to 600 gallons.
The minimum charge ensures that customers in this usage category contribute a reasonable share of the costs to supply the first 1,000 gallons of water within their service area.
Accordingly, the PUC amended Schedule 6 to introduce a minimum charge for consumption between 0 to 600 gallons, while retaining the per-gallon tariffs for consumption of 601 gallons and above.
All other aspects of the Initial Decision were adopted as final.
