By Aaron Humes: Prime Minister John Briceño is set to introduce the General Revenue and Appropriation Bill 2026-2027, known informally as the Budget. This will be his sixth presentation since taking office, returning to the traditional March schedule after general elections delayed last year’s presentation.
The Budget outlines how the Belizean government plans to appropriate and allocate funds for public services for the upcoming financial year, which ends on March 31, 2027.
The Budget largely determines how the country operates; without funding, essential services and projects can’t move forward. The responsibility for preparing the Budget lies with the Minister of Finance, a role traditionally held by the Prime Minister since Belize gained independence. This role includes estimating the expected revenues and expenditures for the government for the upcoming year, as outlined in the Belize Constitution.
During the initial presentation, the Prime Minister will discuss the government’s priorities and review the country’s economic performance, touching on areas like employment and national debt.
The Budget typically includes five main categories of spending: everyday expenses (like salaries), local capital projects funded by the government’s resources, projects funded by loans or grants, capital transfers, and debt repayment. The Ministry of Finance often receives the largest share of these funds, followed by the Education, Health, Home Affairs, and National Defence ministries. Other offices, like the Judiciary and the Elections and Boundaries Commission, also receive direct funding.
After the initial reading of the Budget, it will be debated by members of the government, starting with the Leader of the Opposition. This debate will last three days, and at its conclusion, a vote will be held. Although the Bill will then go to the Senate for further discussion, it cannot be rejected entirely there and if it is, will return to the House of Representatives as a money bill. Once the necessary approvals are secured, the Budget will be finalized with the Governor-General’s approval.
