Prime Minister Hon. John Briceño led the Belize delegation to the 49th Regular Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM) held in Montego Bay, Jamaica. The delegation also included Hon. Francis Fonseca, Minister of Foreign Affairs, Foreign Trade, Culture & Immigration. The conference was held under the banner: “People, Partnership, Prosperity – Promoting a Secure and Sustainable Future”.
One of the main outcomes of the conference was the Expanded Free Movement. CARICOM Heads agreed to expand the categories of workers eligible for free movement within the CARICOM Single Market and Economy (CSME). Four countries, including Belize, opted to do so over a transition period of three years commencing October 2025 on the condition of reciprocity and that all internal processes were completed. This would allow a deepening of regional integration. Less than four hundred non-Belizean CARICOM nationals are working in Belize as skilled labourers.
On Transnational Organized Crime and Gangs, CARICOM leaders agreed to unify in the fight against criminal networks that threaten regional security.
Another significant outcome was on Climate Change and Food Security. On climate change, the CARICOM heads endorsed a call for climate justice and agreed to further expand food security initiatives to 2030.
The situation in Haiti was also extensively discussed, and CARICOM is unified to step up the fight against crime and violence perpetuated by gangs.
Prime Minister Briceño also addressed the ceremony to swear in the new President of the CCJ, Winston Anderson, and participated in the Dialogue between Heads of Government and Heads of Judiciary of CARICOM Member States.
