By Breaking Belize News Staff: A 25-year-old police officer, Orvin Justin Williams, has been charged with the murder of twin siblings, Paula Belisleand Paul Esquillano, following new evidence that allegedly places him as the shooter in the September 15 double murder in Hattieville.
According to police, Williams — who was first detained two weeks after the killings — was initially released due to insufficient evidence, but was redetained on Friday, October 10, after new eyewitness statements identified him as the gunman. He was formally charged on Saturday, October 11, 2025, with two counts of murder.
In court on Wednesday, Williams appeared before Magistrate Mannon Dennison in Court #6 of the Belize City Magistrate’s Court. Represented by attorney Leroy Banner, Williams was not required to enter a plea, and due to the nature of the charges, bail was denied. He was remanded to the Belize Central Prison until December 2, 2025.
Police reports indicate that around 2:00 p.m. on Monday, September 15, shots were fired on Ysaguirre Boulevard, Hattieville Village. Officers responding to the scene found 57-year-old domestic worker Paula Belisle being rushed for medical care; she later succumbed to her injuries at the KHMH. Inside the house, police discovered the body of her twin brother, Paul Esquillano, also 57, with multiple gunshot wounds.
Scene of Crime personnel recovered five 9mm expended shells from the scene. Investigators say the siblings were inside their home when a man arrived in a vehicle, entered the property, and opened fire before escaping.
Surveillance footage later helped police identify a rental vehicle linked to the crime, which was located and processed in Belize City.
Williams, who resides on Jane Usher Boulevard, was first detained on October 1, after reportedly being on the run. During two separate video-recorded interviews — one on October 1 and another on October 11 — Williams exercised his right to remain silent, answering no questions.
However, with new eyewitness statements identifying him as the shooter, police proceeded to charge him.
Authorities note that Williams comes from a family of law enforcement officers — his father is a former police officer, and his two brothers currently serve in the Belize Police Department, one as a Sergeant and the other as an Inspector attached to the Anti-Narcotics Unit (ANU).
Williams remains behind bars as investigations into the motive and circumstances surrounding the fatal shooting of the twin siblings continue.
