Speaking on behalf of CARICOM, Briceño highlighted the urgent challenges posed by climate change, economic vulnerabilities, and declining development assistance.
In his remarks, Briceño suggested mechanisms such as debt-for-climate swaps and blue bonds as practical tools to help SIDS manage their unique financial and environmental challenges.
