By Breaking Belize News Staff: A 49-year-old Peruvian national, Hernan Alarcon Zamora, was convicted on Friday in the Belize City Magistrate’s Court after pleading guilty to possession of a false document—a Mexican voter ID belonging to a deceased man.

Zamora, a businessman from Lima, Peru, was detained at the Philip Goldson International Airport (PGIA) on March 25, 2025, upon arrival from Panama City. During processing, immigration authorities noticed that his Peruvian passport did not contain an exit stamp from his previous visit to Belize in June 2024. A search of his belongings led to the discovery of a Mexican ID card issued to Jorge Alexandro Rivas Gonzalez, a man who died in 1999.

Zamora appeared shackled and handcuffed before Senior Magistrate’s Court #6, where he pleaded guilty to the charge. He expressed remorse, stating he did not realize he was carrying the document and apologized to the court.

Under Belize’s new sentencing guidelines, offenses such as fraud and possession of false documents fall under Category 4, carrying a maximum sentence of one year or a fine. Taking into account that Zamora was a first-time offender in Belize and showed genuine remorse, the magistrate opted for a fine instead of prison time.

Zamora was initially fined $3,200, but due to mitigating factors, including his early guilty plea, his fine was reduced to $1,900. He was ordered to pay immediately or face eight months in prison. Zamora, who was reportedly carrying cash, settled the fine on the spot and walked out of court a free man.

A background check with Mexican authorities confirmed that the ID card belonged to Jorge Alexandro Rivas Gonzalez, born June 6, 1980, who passed away on June 15, 1999. It remains unclear how Zamora obtained the document.

Authorities continue to monitor border security as cases involving fraudulent travel documents increase.
