New Belize Revenue Authority explained: What it means for Taxpayers and BTSD employees

By Zoila Palma:  The Ministry of Finance and the Belize Tax Service Department (BTSD) have issued further clarification on the proposed establishment of the Belize Revenue Authority (BRA), explaining why the reform is being pursued and what it could mean for taxpayers and employees.

Government said the proposed authority is intended to strengthen tax administration, improve taxpayer services and protect government revenue. “Tax administration cannot remain static,” the release states, pointing to technological changes, increased digital transactions and more complex business arrangements.

The proposed BRA would build on reforms already implemented within the Belize Tax Service, including investments in technology, digital services, organizational restructuring and compliance management. Government emphasized that “reform of a tax administration is not a one-time exercise.”

The Ministry said modern tax administration requires specialized expertise in areas including data analytics, international taxation, cybersecurity, investigations and forensic auditing. However, “The current public service structure was not designed specifically around the operational needs of a revenue administration of this nature.”

Under the proposed model, the BRA would have greater administrative and operational flexibility while remaining accountable to Government and subject to Belizean laws. The release makes clear that “Semi-autonomy does not mean that the Revenue Authority will operate outside of Government oversight or Belize’s laws.”

Government also stressed that the proposed authority would not have the power to create or impose taxes. “Taxes, duties, fees, and other statutory charges will continue to be established through legislation,” while the BRA would administer those laws and collect revenue legally due to Government.

Concerns have also been raised about the transition of existing BTSD employees.

Government said, “The transition will be undertaken in a fair, transparent, and orderly manner,” while explaining that existing employees will be required to apply for positions within the redesigned authority.

For taxpayers, Government said the success of the reform will ultimately be measured by whether it delivers better and fairer services. The release says taxpayers should benefit from “simpler and clearer procedures, more convenient digital and in-person services, faster processing” as the new system develops.
