Ministry of Transport clarifies ongoing consultations regarding Terminal Management Unit Transition

The Ministry of Constitution and Religious Affairs, Indigenous Affairs, and Transportation wishes to clarify recent public commentary regarding the ongoing transition process relating to the terminal management unit (TMU) staff.

On Monday, February 23, 2026, the Ministry formally sought guidance and technical advice from the Office of the Labour Commissioner to ensure that any steps taken in relation to the transition of TMU staff are aligned with existing labour laws, regulations, and best practices.

The Ministry wishes to state the following clearly:

  1. At no point has the Ministry issued any directive instructing TMU staff to resign with immediate effect, nor has any ultimatum been communicated authorizing forced resignations or terminations.
  2. Engagement with the Labour Commissioner was undertaken to ensure that the transition process is managed in a lawful, orderly, and fair manner, with due regard for the rights, tenure, and benefits of affected public officers.
  3. Any discussions regarding resignation relate only to the legal requirements surrounding the processing of benefits for officers with over ten (10) years of service and are part of the broader effort to ensure that officers are properly informed of their options under the law.
  4. The Ministry has taken the view that there will be a four-month transitional period, during which the TMU staff will be able to determine their options.

Furthermore, the Ministry notes that, subject to operational needs, provisions are being explored to allow TMU staff the opportunity to apply for positions with the National Bus Company should they so choose, based on workforce requirements and established recruitment processes. This is intended as a pathway for continuity of employment, not as a compulsory measure.

The Ministry remains committed to responsible consultation, transparency, and respect for the established labour relations framework. The transition process is still in an engagement and clarification phase, and no final decisions affecting staff employment status have been implemented.

The Ministry reaffirms its commitment to continued dialogue with relevant stakeholders, including the Office of the Labour Commissioner and other relevant authorities, to ensure that any transition is conducted in a manner that safeguards the dignity, rights, and lawful entitlements of all affected workers.
