By Aaron Humes: Mark A. Usher, a 59-year-old resident from the New Site area of Ladyville, Belize District, appeared in Magistrate’s Court today facing serious charges, including manslaughter by negligence, following a fatal accident that occurred on November 28. Usher is accused of causing the death of Edwin Dalton Stamp due to negligent driving while reportedly under the influence.
Usher is charged with six offenses: manslaughter by negligence; causing death by careless conduct; driving without due care and attention; failing to report an accident; failing to stop and render aid; and driving with an alcohol concentration above the prescribed limit.
The incident took place between Miles 4 and 5 on the Phillip Goldson Highway. According to police reports, Usher was driving a Ford F-150 pickup when he struck Stamp, causing fatal injuries. Eyewitnesses indicated that Usher returned to the scene shortly after the accident, where he allegedly knocked down cones marking the accident area. Upon being questioned by officers, he reportedly claimed, “I neva know that I knocked down somebody. I just heard a loud bang because it was raining.”
In court, no plea was entered as the court awaits further disclosures and laboratory results regarding alcohol levels. The Magistrate emphasized that the outcome of the alcohol test results will play a critical role in determining the severity of Usher’s charges.
Although the female police prosecutor did not object to bail, she requested that specific conditions be imposed. The court subsequently granted Usher bail in the amount of $6,000, requiring him to provide two sureties of $3,000 each. Conditions of his release stipulate that he must not be arrested or charged with similar offenses while out on bail, or risk having his bail revoked.
Following the proceedings, Usher was able to post bail before 1:00 PM and is scheduled to reappear in court on January 29, 2026.
