International News: United Nations approve expanded force to combat gang violence in Haiti

By Zoila Palma:  The U.N. Security Council has authorized a significantly larger international force to fight escalating gang violence in Haiti, AP reports.

The resolution, co-sponsored by the United States and Panama, expands the current Kenya-led multinational contingent into a 5,550-member “Gang Suppression Force” with the authority to arrest suspected gang members—a power the existing force lacks. The vote was 12-0, with Russia, China, and Pakistan abstaining.

The gangs have grown in influence since President Jovenel Moïse’s assassination in 2021, now controlling 90% of Port-au-Prince and spreading violence into the countryside.

U.S. Ambassador Mike Waltz hailed the resolution as offering Haiti “hope,” while Panama’s Ambassador Eloy Alfaro de Alba emphasized that the force will help restore security, support elections, and revive the economy. Haiti’s transitional presidential council leader, Laurent Saint-Cyr, called the decision a “decisive turning point” against armed criminal groups.

The new U.N. force, authorized under Chapter 7 of the U.N. Charter for an initial 12-month period, will conduct intelligence-led counter-gang operations, provide security for critical infrastructure, and support Haitian police and armed forces.

Secretary-General Antonio Guterres will establish a U.N. office to coordinate logistics and operations, and member nations are urged to contribute personnel and funding to support the mission.
