International News: Ukraine agrees to U.S.-brokered peace proposal, but Russia yet to respond

By Zoila Palma:  Ukraine has agreed to the core terms of a U.S.-brokered peace proposal aimed at halting Russia’s nearly four-year military assault, according to U.S. officials and Ukrainian National Security Adviser Rustem Umerov.

While both sides say only “minor details” remain unresolved, there has been no immediate reaction from Moscow, CBS reports.

Umerov said Kyiv is hopeful that President Volodymyr Zelenskyy could travel to the United States before the end of November to finalize the agreement.

The diplomatic push comes as U.S. Army Secretary Dan Driscoll leads negotiations in Abu Dhabi, where he has spent hours meeting with Russian officials, according to multiple U.S. and diplomatic sources.

White House press secretary Karoline Leavitt said the U.S. has made “tremendous progress” bringing both nations to the table, though delicate issues still require further discussion.

Veteran Russian Foreign Minister Sergey Lavrov noted that Moscow is waiting for an updated proposal and expects it to reflect principles previously discussed by Presidents Trump and Putin during their August meeting in Alaska.

Umerov emphasized that Ukraine has agreed to the “core terms” of the proposal following negotiations in both Abu Dhabi and Geneva, where U.S., Ukrainian, European, and Russian delegations held indirect talks. He also urged support from European partners and expressed hope for Zelenskyy’s trip to the U.S. in the coming weeks.

 Meanwhile, U.S. and Ukrainian officials confirmed the framework is based on a revised 28-point plan, parts of which — including territorial concessions in Donetsk and halting Ukraine’s NATO ambitions — have been rejected by Kyiv in the past.

The intensified diplomacy reflects the Trump administration’s push to secure a ceasefire before Thanksgiving, though officials say the timeline remains flexible.

Negotiations are expected to continue as all sides await a formal response from Moscow.
