International News: CARICOM IMPACS and Crime Stoppers sign agreement to strengthen regional crime fight

By Zoila Palma:  The Caribbean Community (CARICOM) Implementation Agency for Crime and Security (IMPACS) and Crime Stoppers for the Caribbean, Bermuda and Latin America (CBLA Crime Stoppers Foundation) have signed a Memorandum of Understanding aimed at strengthening regional cooperation in crime prevention, intelligence coordination, and citizen participation across the Caribbean.

The agreement was signed on May 12, 2026, in Paramaribo, Suriname, during the Annual Conference of Caribbean Commissioners of Police.

CARICOM noted that the agreement establishes “a structured framework for secure information-sharing cooperation” between CARICOM IMPACS and Crime Stoppers through confidential and anonymous reporting systems. The partnership is intended to support regional security objectives while respecting national sovereignty, legal frameworks, and institutional mandates throughout the Caribbean region.

Under the arrangement, Crime Stoppers will continue to operate secure anonymous reporting mechanisms that allow citizens to voluntarily share information related to criminal activity.

CARICOM IMPACS will remain responsible for the assessment, coordination, and strategic analysis of information under regional security frameworks. The partnership will focus on addressing transnational organised crime, including drug trafficking, illicit trade, arms trafficking, money laundering, gang violence, human trafficking, cyber-enabled crime, and other criminal threats affecting regional stability.

Alejo Campos, Regional Director and Chief Executive Officer of CBLA Crime Stoppers, described the agreement as “an important milestone in strengthening trusted partnerships between regional institutions and civil society mechanisms to support public safety across the Caribbean.”

Campos added that “transnational organised crime continues to evolve rapidly across our Region” and stressed that strengthening “regional coordination, citizen cooperation and secure intelligence-sharing mechanisms is essential to protecting our countries, economies and communities.”

Executive Director of CARICOM IMPACS, Lt. Col. Michael Jones, also welcomed the agreement, stating, “This partnership represents a significant step forward in our regional security architecture.”

He added that “integrating the grassroots reach of Crime Stoppers with the strategic coordination of CARICOM IMPACS creates a more formidable front against transnational organised crime.” Jones further emphasized that the partnership and shared intelligence efforts would help enhance the safety and security of citizens across the Caribbean, Bermuda, and Latin America.

The release noted that the cooperation framework also creates opportunities for future collaboration in public awareness campaigns, capacity-building initiatives, technical exchanges, and regional prevention strategies.
