By Zoila Palma: The Caribbean Community (CARICOM) has deployed an 11-member Election Observation Mission (CEOM) to monitor Saint Lucia’s General Elections scheduled for December 1, 2025.
The mission follows an invitation from the Government of Saint Lucia, issued on November 11, and will operate in the country from November 24 to December 3.
The delegation includes senior electoral officials from nine CARICOM Member States, supported by two officers from the CARICOM Secretariat who will provide administrative and logistical assistance.
Headed by Ian S. Hughes, Supervisor of Elections for Antigua and Barbuda, the observation team began arriving in Saint Lucia on November 24, with all members expected to be on the ground by November 27.
Since their arrival, the CEOM has met with Opposition Leader Allen Chastanet, with additional meetings planned with Prime Minister Philip J. Pierre, the Saint Lucia Electoral Commission, the Supervisor of Elections, the Commissioner of Police, and representatives of political parties, the media, and civil society. These engagements aim to help the mission assess the pre-election climate and the country’s readiness for the polls.
On Election Day, observers will monitor all stages of the voting process—from the opening of polling stations and the casting of ballots to the count and the declaration of results.
The CEOM will also evaluate the immediate post-election environment.
A preliminary statement outlining initial findings will be issued before the team departs on December 3, followed by a detailed final report to be submitted to CARICOM Secretary-General Dr. Carla Barnett and later made public.
