By Breaking Belize News Staff: The House of Representatives is, today, considering an US$8 million loan from the Inter-American Development Bank aimed at modernizing Belize’s public service.
The Support to Civil Service Modernization Project is intended to improve management of the Central Government wage bill, strengthen workforce planning and introduce greater use of digital systems and data analytics for human-resource management. The Government of Belize would contribute an additional US$1 million, bringing the total project cost to US$9 million.
According to the loan motion, the US$8 million would be disbursed over five years and repaid over a 25-year term, including a 66-month grace period. Repayment would be made through 39 semi-annual installments of approximately US$205,128 each, with interest based on the SOFR rate.
The proposal was first taken to the House on July 31. During that sitting, Public Service Minister Henry Charles Usher stressed that modernization of the public service would not involve retrenchment, while Leader of the Opposition Tracy Panton called for greater transparency on how the money would be divided among technology, consultants, software, training and project administration.
