By Aaron Humes: The Ministry of Investment says it is taking significant steps to align the country’s Business Process Outsourcing (BPO) sector with emerging global standards through two vital projects aimed at transitioning the industry into a Global Digital Services (GDS) powerhouse.
A press release today said the proposed Keep Call Centres in America Act under consideration in the United States is being monitored.
The legislation introduces several key measures designed to deter offshoring, including a requirement for firms intending to move call centers overseas to notify the Department of Labor at least 120 days in advance, CBS News reports. The bill also mandates that a public list of these companies be maintained for five years, making them ineligible for federal grants and loans. Furthermore, firms that relocate would face restrictions on federal contracts, prioritizing domestic operators for such opportunities.
A central aspect of the legislation focuses on consumer rights, requiring call center agents to disclose their physical location and whether AI is employed during customer interactions. Customers will also have the option to request a transfer to U.S.-based call centers if they prefer human interaction. The bill has garnered support from several organizations, including the Communications Workers of America (CWA).
Back in February, Belize took a major step forward by signing a contract with the Spanish consultancy firm Congenia CYL, SL. This project focuses on creating a Global Digital Services Investment Policy that emphasizes the growing significance of the Orange Economy, encompassing digital services such as cloud computing, fintech, artificial intelligence, machine learning, cybersecurity, and creative industries. The consultancy aims to identify key measures, policies, and programs that would facilitate the growth of these globally traded services.
As the demand for digitally deliverable services continues to rise, the project’s findings underline a robust market opportunity for Belize, the Ministry said, positioning it as a competitive player in an increasingly digital economy. The report emphasizes the importance of enhancing skills in areas such as digital content, film, publishing, and design, which are vital for economic diversification.
Further solidifying this initiative, on April 1, a second project contract was signed that aims to elevate Belize’s GDS industry by upskilling entry-level BPO professionals for advanced technical support roles. Funded by the IDB and spearheaded by a consortium of local and international consulting firms, this initiative recognizes a critical skills gap in cybersecurity, data analysis, User Interface and User Experience (UI/UX) design, and cloud engineering.
A comprehensive skills development program is currently in the works, with plans to launch training sessions for 50 selected professionals in the coming months. This program aims to equip the GDS workforce with the essential advanced capabilities necessary to meet the demands of a rapidly evolving digital landscape.
The Ministry of Investment urges the public and BPO industry stakeholders to stay informed about these initiatives and to seize the opportunity for professional development as Belize moves towards becoming a global leader in digital services.
Belize’s BPO industry currently employs about 18,000 people, mostly young with emerging skills.
