Invitation for Bids
- The Government of Belize (GOB) has received funding through the Protected Areas Conservation Trust (PACT) towards the cost of the Design, supply, and installation of a Reverse Osmosis Purification Water Supply System for Sarteneja village, Corozal District (the project). The Project is being implemented by the Ministry of Rural Transformation, Community Development, Labour, and Local Government (MRTCDLLG).
- The MRTCDLLG located at #5163 University Boulevard, Belmopan, Cayo District, hereby invites tenders from suitably qualified contractors for the construction of the following:

The contract proposes to design, supply, and installation of a Reverse Osmosis Purification Water Supply System for the Sarteneja village, Corozal District. The system is desired to be connected to the village water well, along with being able to produce an estimated output of a minimum of 110,000 gallons per day to provide water to 500 households. It shall also include the provision of all designs (civil, mechanical, electrical, etc.) and any other designs needed for the optimal and efficient functioning of the reverse osmosis purification water supply system; Reference shall be made to the proposed electrical design for the Sarteneja pump house.
- Final (Project Site) Destination as specified in BDS: Sarteneja village, Corozal District.
- GOB now invites sealed bids from eligible and qualified bidders for the construction works in the aforementioned areas.
- Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation. Qualification requirements include, inter alia:
(a) Submission of audited or unaudited Financial Statements (balance sheets with corresponding notes, income statement, and statements of cash flow) for the years 2018, 2019, 2020, 2021 and 2022 to demonstrate the years of operation and current soundness bidder’s financial position and its prospective long-term profitability.
(b) Bidders should have general experience under contracts in the role of contractor, subcontractor, or management contractor for the years 2019, 2020, and 2021 with activity in at least five (5) months in each year starting 1st January 2019.
(c) Bidders should have specific experience with a minimum number of similar contracts specified below that have been satisfactorily completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2019 and bid submission deadline and should have less than or equal to four (4) contracts, each of minimum value BZ$125,000.00, but with total value of all contracts equal or more than BZ$500,000.00. For the above and any other contracts substantially completed as prime contractor, joint venture member, or sub-contractor between 1st January 2019 and application submission deadline, a minimum construction experience in the following key activities successfully completed: Installation of a reverse osmosis purification water supply system with a daily output between 50,000 gal/d and 80,000 gal/d within a period of six (6) years.
(d) A demonstrable cash flow (the following cash-flow requirement: capacity to have a cash flow amount of BZ$50,000.00 of which not more than BZ$20,000.00 can be credit for materials.
(e) Minimum average annual turnover of Five Hundred Thousand Belize Dollars (BZ$500,000.00) calculated as total certified payments received for contracts completed, within the best 2 of the last 5 years of 2018, 2019, 2020, 2021 and 2022. The best two (2) of the five (5) years will be evaluated.

Written applications must be clearly marked: “Request for Bidding Documents for Design, supply, and installation of a Reverse Osmosis Purification Water Supply System for Sarteneja Village, Corozal District, Belize.”.
- Deadline for Bid submissions in sealed envelopes clearly marked “Bid for the Request for Bidding Documents for Design, supply, and installation of a Reverse Osmosis Purification Water Supply System for Sarteneja Village, Corozal District, Belize.”, must be received at the address below at or before 10:00 a.m. on Monday 6th May 2024. Electronic bidding will not be permitted. Bid opening will take place immediately after the deadline for submission at the address below in the presence of the Evaluation Committee. Late bids will be rejected. The bid validity period is 90 days.
- A pre-bid meeting with interested eligible bidders will be held at 11:00 am. on 19th April 2024 at Sarteneja Water System site. Bidders can participate in the meeting; whereby, queries will be addressed. Bidders are urged to attend.
