Government of Belize introduces Domestic and Intimate Partner Violence (Prohibition) Bill, 2026 in National Assembly

By Aaron Humes: The Government of Belize has officially introduced the Domestic and Intimate Partner Violence (Prohibition) Bill, 2026, in the National Assembly. This new legislation aims to address critical gaps in the current Domestic Violence Act, paving the way for stronger safeguards for those affected by abuse.

The Bill proposes to recognize the right of all persons to live free of domestic violence and intimate partner violence; to expand the powers of the court to make orders to support survivors; to increase accessibility to justice services; to fulfil Belize’s commitments under International Conventions for all persons to live free of violence; to repeal the Domestic Violence Act, Chapter 178 of the Substantive Laws of Belize, Revised Edition 2020

A Government statement says the Bill expands the definition of relationships eligible for protection under the law. It now includes not just married or cohabiting partners but also individuals in dating, visiting, former, and non-cohabiting relationships. This broadened scope ensures that a larger number of victims can attain the legal support they need in times of crisis.

Key advancements in the Bill include the recognition of various forms of abuse, such as psychological, emotional, economic, and technology-facilitated violence. These provisions indicate a significant shift in understanding domestic violence, enabling earlier intervention and more comprehensive protection for victims.

In addition to redefining abuse, the Domestic Violence (Prohibition) Bill lays out improved procedures for accessing protection orders. Among its features are expedited hearings and a more flexible application process, which collectively aim to enhance the responsiveness of the legal system. The Bill also mandates clearer duties for law enforcement, improves accountability mechanisms, and imposes stricter penalties for repeated violations of protection orders.

The legislation emphasizes a collaborative approach, fostering better coordination among agencies to create a seamless referral system for counseling, legal aid, and social services. This initiative is designed to ensure victims have immediate access to the support they need for their safety and recovery.

Minister of Human Development, Family Support and Gender Affairs, Hon. Thea Garcia-Ramirez, noted that the introduction of the Bill during Women’s Month reflects the Government’s continued commitment to advancing protections for women and families.

The unveiling of the Domestic Violence (Prohibition) Bill is part of the Government’s broader efforts to champion women’s rights, strengthen societal responses to domestic violence, and enhance the support systems available for women, children, and families throughout Belize.
