Dr. Richard Rosado to be named Commissioner of Police: A journey of dedication and commitment

By Zoila Palma:  Dr. Richard Rosado has been signaled as the new Commissioner of Police for Belize, a role that marks the culmination of a journey filled with challenges, personal loss, and a relentless commitment to law enforcement reform.

A son of a police officer, a father to another, and an uncle to a third-generation law enforcement officer, Dr. Rosado’s legacy within the Belize Police Department (BPD) is rooted deeply in family tradition and personal resolve.

Raised in Southside Belize City, at the intersection of Santa Barbara and Ebony Streets, Dr. Rosado’s upbringing was marked by both the sacrifices and the tragedies of a family dedicated to law enforcement.

His father, Corporal Fernando Rosado Sr., was critically injured in the line of duty and passed away before realizing his dream of seeing all his sons in uniform.

Tragically, Dr. Rosado’s brother, Fernando Jr., was shot four times and killed while serving as a police officer.

However, it was an incident during Dr. Rosado’s childhood that left an indelible mark on him and shaped his path into law enforcement.

One day, while he and his mother were returning from the market with ingredients to bake bread for a living, they encountered a police officer who seized their items and threatened his mother with a baton, leaving them hungry and empty-handed.

That night, Dr. Rosado made a solemn vow to his mother that he would join the police force and correct such injustices. His mother’s quiet understanding and support became the driving force behind his commitment.

Dr. Rosado credits his educational journey to his encounter with Said Musa, then Minister of Education and later Prime Minister of Belize.

During a visit to the Ministry’s office to sell bread, Rosado spoke with Musa, who learned that he had been accepted to the University College of Belize (UCB) but could not afford tuition.

Musa intervened, securing a full scholarship and bursary for Rosado. This opportunity would prove to be a pivotal moment in his life, and Rosado fondly remembers borrowing his sister’s pink shoes for the meeting, which ultimately led to his academic success.

After studying at Murray State University in the United States, where he initially arrived with just US$20 and slept in a dorm hallway, Dr. Rosado earned a Doctorate in Business Administration, focusing on Police Leadership from the University of Edinburgh. His dissertation explored the management of change within law enforcement organizations—an area of great interest given his career trajectory.

With over two decades of service in the Belize Police Department, Dr. Rosado is a firm believer in the necessity of an educated and well-trained police force. He argues that an educated department will be better equipped to address issues like police brutality and work toward rehabilitating marginalized communities, rather than perpetuating a cycle of oppression.

As Deputy Commissioner of Police, Dr. Rosado emphasized the importance of inclusion in the planning, implementation, and evaluation of policing strategies, both within the department and with external stakeholders. He is dedicated to creating a culture of collaboration, inclusivity, and accountability.

Dr. Rosado’s dedication to the police force and his vision for its future are evident in his work ethic.

He is known for putting in 16 to 18-hour workdays, demonstrating the kind of leadership that has earned him the respect of his colleagues.

Now, as the new Commissioner of Police, Dr. Richard Rosado remains determined to honor his family’s legacy of service, rise above the challenges, and continue working tirelessly to transform the Belize Police Department for a safer, more just society.
