Department of Environment decision on environmental impact assessment report and supplemental information submitted for Sarteneja South Winds Limited

The National Environmental Appraisal Committee (NEAC) met on August 19, 2025, to review the Environmental Impact Assessment (EIA) report and supplemental information submitted for Sarteneja South Winds Limited for a proposed subdivision and tourism development, located west of Sarteneja Village, Corozal District. After carefully reviewing the information presented in the EIA report, its supplemental information, and the public’s concerns, the NEAC recommended that environmental clearance be granted with strict conditions to reduce the potential negative environmental, social, and archaeological impacts of the project. These include, but are not limited to:

  1. That the project be granted environmental clearance in phases, beginning with Phase 1; all future phases require DOE’s approval based on compliance with conditions of the previous phase.
  2. An updated vegetation map showing the types and acres to be cleared must be submitted before each phase begins.

iii. That the solar farm construction advanced to Phase 2 to supply renewable energy for the remaining phases thereby reducing the demand from the BEL grid.

  1. Water must be sourced from a deeper aquifer (than that used by Sarteneja Village), supported by hydrogeological studies.
  2. That the construction of the third canal near the Cayo Falso area be left in its natural state.
  3. Cayo Falso frontage to be established as a private reserve.

vii. Fishing areas (0.8 and 1.2 acres) to be permanently protected to preserve beach trap fishing locations.

viii. That septic tanks be prohibited for residential units.

  1. That a performance bond be required for the project.
  2. That archaeological clearance and monitoring be mandatory during development.

The DOE has accepted the recommendations of the NEAC for this project and has informed the developers of its decision. An Environment Compliance Plan will be prepared and signed with the Developer to mitigate all potential adverse environmental impacts associated with the development.
