CARICOM’s Secretary-General Belizean Carla Barnett, incoming and outgoing Chairman, review historic year for regional grouping

By Aaron Humes: Coming out of the Golden Jubilee celebrations for the birth of the Community, according to Skerrit, the region “recommitted to the vision of our Founding Fathers for a prosperous, unified Community.”

Initiatives birthed or advanced within the year include easing free movement within member states; developing a regional capital market; working to reduce the food import bill and increasing regional food security; smoothing troubled waters in Haiti with an agreement for a transitional Government to take the country to free and fair elections, and building trade relations with Africa and developing a regional response to climate change.

Referring obliquely to his home nation’s troubles resurfaced late in the year with Venezuela, President Ali stated, “Regional security is an increasingly critical matter. We live in a world where peace is challenged from one corner of the universe to the next. We ended 2023, however, with CARICOM’s robust role in assuring the rule of international peace and security in our corner on the world and ensuring that Latin America and the Caribbean as a whole remained a Zone of Peace. We shall continue 2004 with this respect for international law. We all remain committed to peacefully and by legal means resolving border controversies.”

Secretary-General Barnett promised to administer for the Community its “priorities of deepening economic integration and trade, strengthening foreign policy coordination and community relations and human and social development, sustainable development, and regional security.” She closed by reminding, “Underpinning all we do is a deep desire for a “Community for all”, that is safe, increasingly prosperous, and where our men, women, and young people will flourish for generations to come. I invite your continued participation in the process to advance this goal.”

Georgetown, Guyana, also the home of the CARICOM Secretariat, will host the next CARICOM Heads of Government meeting in June.
