The Economic Development Council (EDC), Office of the Prime Minister, in collaboration with the Belize Business Process Outsourcing (BPO) Association and the Belize Chamber of Commerce and Industry, hosted a Business Process Outsourcing (BPO) Business Mixer on February 5, 2026.
The event brought together industry leaders, innovators, government representatives, and partner organizations to engage in meaningful dialogue on the challenges affecting the BPO sector and to explore innovative solutions aimed at strengthening an enabling environment for sustainable sector growth.
MNarda Garcia, Chief Executive Officer, Office of the Prime Minister, Ministry of Investment and Civil Aviation, indicated in her opening remarks that to date, there is a total of 17 BPOs that benefit under Belize’s Designated Process Area Program (the DPA) and that provide over nine thousand jobs to Belizeans.
This is a significant contribution to the overall 20,000 jobs that serve young professionals, experienced supervisors and managers, IT specialists, quality analysts, and support teams across Belize, most of whom are youth and women. For many households, BPO wages represent consistent income, health benefits, and opportunities for advancement. For the economy, the sector contributes meaningfully with total exports based on UNCTAD figures for Deliverable Digital Services to the sum of $450.00m.
Other key highlights included a presentation by Lincoln Blake, Director of the Investment, Policy, and Compliance Unit, who shared insights on the Global Digital Services Project. This initiative, funded by the Inter-American Development Bank, focuses on the development of Belize’s Global Digital Services Investment Policy, with particular emphasis on the Orange Economy.
The project also aims to upskill entry-level workers and BPO professionals to bridge existing skills gaps and better align Belize’s capabilities with the global demand for higher-value digital services.
Additionally, a panel discussion featuring Rissela Dominguez-Patt, Labour Commissioner; Jerome Palma, Chief Executive Officer of the Social Security Board; Lincoln Blake, Director of the Investment, Policy and Compliance Unit; and Superintendent Osman Mortis of the Cybersecurity Unit of the Belize Police Department addressed several critical issues. These included the importance of stakeholder inclusion in the development of a modernized Labour Act; benefits and compliance requirements under the Designated Processing Area (DPA) Program; the online submission of benefit claims through the My Social Security self-service portal; and the need for a collaborative, multi-sectoral approach to addressing cybersecurity and cybercrime in Belize.
Informational booths complemented the discussions, with the Labour Department providing guidance on the services it offers and addressing issues of compliance under the Labour Act, the Immigration Department providing guidance on the Temporary Work Permit Program and procedures for obtaining work visa approvals, while the Social Security Board responded to inquiries regarding benefit claim submission processes.
