Briceño administration moves to strengthen procurement oversight

By Zoila Palma:  The current PUP administration led by Prime MinisterJohn Briceño has announced a series of measures aimed at strengthening public procurement and improving compliance with government regulations, following recent public scrutiny over procurement involving businesses linked to members of the Mira family and contracts within the Ministry of Defence.

On Tuesday, Prime Minister Briceño convened a special Cabinet meeting attended by all ministers and their Chief Executive Officers to address procurement best practices and legislative compliance.

During the session, the Financial Secretary, Contractor General, and Auditor General delivered presentations on procurement laws, common irregularities, audit findings, and measures to ensure transparency and value for money.

Discussions focused on the provisions of the Finance and Audit Reform Act (FARA), the Stores Orders, and related regulations, with Cabinet members examining ways to strengthen internal controls, improve compliance, and reduce procedural weaknesses that can lead to procurement concerns.

Prime Minister Briceño described the meeting as a key part of the government’s public sector transformation agenda and emphasized the administration’s commitment to reinforcing accountability across the public service.

As an immediate outcome, he directed the Ministries of Finance and the Public Service to work with the Offices of the Contractor General and Auditor General to develop a mandatory, continuous professional development programme on procurement procedures for ministers, Chief Executive Officers, financial officers, and senior procurement personnel.

The government also announced the formation of a technical working group to review Belize’s procurement legislation and recommend amendments aimed at strengthening safeguards against malpractice.
