By Zoila Palma: Belize Police Department Inspector Ester Cal has been named valedictorian of the Junior Officers’ Course No. 1/2026, following the successful completion of the two-month internationally accredited leadership programme at the Guyana Police Force Academy.
The course was held from June 1 to July 31, 2026, and brought together officers from across the Caribbean to strengthen leadership, professional competence and regional collaboration.
Inspector Cal trained alongside officers from 10 Caribbean countries and various security and public service institutions.
Her dedication and academic performance earned her two of the programme’s top distinctions: Valedictorian of Junior Officers’ Course No. 1/2026 and the Best Academic Paper Award, which she shared with Assistant Superintendent of Police D. Chaitram of the Guyana Police Force.
The Belize Police Department congratulated Inspector Cal on her achievements, highlighting her belief that leadership is not defined by rank or authority, but by character, service and the positive influence one leaves behind. Her guiding principle, “Serve to Lead,” reflects her commitment to using every opportunity to learn and grow to better serve her colleagues, the police department and the communities it serves.
Following the graduation of 31 officers, Inspector Cal returned to Belize with new knowledge, strengthened regional partnerships and renewed commitment to public service.
