By Zoila Palma: On August 15, 2025, Belizean diplomat Dino Gutierrez proudly presented the Belize flag to Dr. Yolanda Spies, Director of the Diplomatic Studies Programme (DSP) at Oxford University.
The symbolic gesture highlighted Belize’s presence in one of the world’s most prestigious academic platforms for international diplomacy.
The DSP has long served as a representative forum for diplomats from across the globe, including those from small developing nations such as Belize.
Gutierrez is the first Belizean diplomat to pursue the Master of Studies (MSt) in Diplomatic Studies under the DSP.
He now joins a distinguished group of Belizean diplomats who previously completed the programme’s predecessor, the Foreign Service Programme.
Among them are Ambassador Lawrence Sylvester, Ambassador Nestor Mendez, Ambassador Alexis Rosado, Ambassador Oliver Del Cid, Ambassador Perla Perdomo, and Foreign Service Officer Carlos Clarke.
