By Zoila Palma: Belize’s Minister of Sustainable Development, Climate Change and Solid Waste Management, Orlando Habet, has been selected by the Caribbean Community (CARICOM) to lead negotiations on climate finance and markets ahead of the COP31 climate summit in Antalya, Türkiye, scheduled for November 9 to 20, 2026.
Habet is among ministers from nine CARICOM member states appointed to lead the region’s engagement across critical climate negotiating areas.
He will represent the region in discussions on finance, alongside Barbados’ Minister of Economic Affairs and Investment, Marsha Caddle, and Antigua and Barbuda’s Minister Michael Joseph.
Habet will also lead negotiations on climate markets alongside Suriname’s Minister of Oil, Gas and Environment, Patrick Loys Brunings.
Other ministers will lead negotiations on adaptation, the cover decision, global stocktake and just transition, loss and damage, and science.
The appointments are intended to coordinate CARICOM’s position and strengthen the region’s voice on issues that directly affect Caribbean countries, particularly their vulnerability to climate change and limited resources to respond to its impacts.
Ahead of COP31, CARICOM ministers are calling for a balanced, ambitious and implementation-focused outcome that protects the goal of limiting global warming to 1.5 degrees Celsius.
