Belize, Taiwan partners launch Sargassum-to-Power project and talent-to-employment pathway

By Zoila Palma:  On Tuesday, Ocean Star Bio-Tech Co., Ltd. signed a Letter of Intent with the Embassy of Belize in Taiwan and Taiwan’s Metal Industries Research & Development Centre (MIRDC) to advance strategic cooperation on converting sargassum seaweed into power in Belize while developing a talent pipeline linked to long-term employment.

The agreement was announced at a joint press conference in Taipei and marks a move from planning to implementation.

The partnership is built around three pillars: an on-the-ground sargassum-to-power demonstration, a community benefit-sharing mechanism, and an internship-to-employment pathway connecting training in Taiwan to jobs in Belize.

Together, the initiatives aim to address Belize’s recurring sargassum influx while strengthening local capacity to operate and sustain renewable energy projects over time.

Ocean Star said the program integrates AIoT technology across feedstock processing, equipment and operations, transforming sargassum from an environmental burden into a source of dispatchable renewable electricity and carbon management data.

Working with MIRDC, the company plans to align technology export with skills development, creating a model that can be replicated and scaled in other international settings.

Under the technical framework, the project will follow a three-stage “Removal–Reuse–Value-Add” approach, beginning with collection and preprocessing of sargassum, followed by fuel standardization and gasification-to-power, and ending with integration of biochar and carbon monitoring systems.

The system will use a modular, skid-mounted design, starting with a 100-kilowatt demonstration site and expanding toward megawatt-scale capacity based on feedstock availability and demand.

Community participation is central to the initiative, with local groups involved in sargassum collection and feedstock supply. Power revenue generated by the project will be shared with participating communities based on contribution levels, a structure intended to shift sargassum management from short-term emergency response to a sustainable, community-linked operating model.

A parallel talent development program will establish a “study in Taiwan, train in Taiwan, work in Belize” pathway, aligning existing Taiwanese scholarship programs with internships and hands-on training supported by MIRDC and partner organizations.

High-performing Belizean participants may transition into roles at Ocean Star’s operations in Belize, reinforcing a public–private cooperation model that links clean energy deployment with workforce development and long-term employment.
