By Zoila Palma: The Ministry of Foreign Affairs, Foreign Trade, Culture and Immigration has announced a landmark achievement for Belize with the election of Kennedy Carrillo to Part III of the International Civil Aviation Organization (ICAO) Council.
The vote took place today, September 30, 2025, during the 42nd Session of the ICAO Assembly, completing the makeup of the incoming 36-member governing body.
Carrillo’s election marks a significant victory for small states, ensuring that Belize and other nations of similar size have a stronger voice in shaping global aviation policy and oversight.
The newly elected Council members will serve a three-year term, guiding the organization’s work on international standards, safety, and sustainability in air transport.
Before this milestone, Carrillo served as Chief Executive Officer in the Ministry of Blue Economy and Civil Aviation.
In her new role, she will represent Belize on the ICAO Council, headquartered in Montreal, Canada.
