Belize moves toward Semi-Autonomous Revenue Authority (SARA) to strengthen Tax administration

By Zoila Palma:  The Government of Belize is advancing plans to establish the Semi-Aonomous Revenue Authority (SARA), a major reform aimed at improving revenue performance and modernizing tax administration.

A flyer shared by the Government of Belize said that the need for SARA arises due to growing population pressures and increased demand for government services, which have heightened the need for stronger and more sustainable revenue collection.

And, taxes remain the primary funding source for social programs and national development projects.

The proposed SARA framework is designed to give the Belize Tax Service greater flexibility in managing financial resources.

Under the current structure, the department faces limits in reallocating funds to priority activities, which can slow responsiveness and efficiency.

The reform also targets workforce management challenges, noting that existing public service rules restrict the agency’s ability to adequately compensate, retain, and motivate employees. Authorities believe greater operational autonomy would support organizational growth and improved performance.

If implemented, SARA would operate under a new, dedicated governance framework rather than traditional public service rules.

Decision-making would shift to the authority’s own structure, oversight processes would be modernized, and the agency would function as an independent entity with enhanced flexibility to design and implement its own procedures.

The flyer explains that this is intended to build a more agile and effective revenue system capable of meeting Belize’s evolving fiscal needs.
