By Zoila Palma: Belize has officially launched Disability Week 2025, observed from November 30 to December 6, under the global theme “Fostering Disability Inclusive Societies for Advancing Social Progress.”
The Ministry of Human Development, Family Support and Gender Affairs led the opening on Sunday, emphasizing nationwide efforts to advance disability rights and strengthen inclusion.
One powerful example of inclusion in action is found at Santa Elena Primary School, home to a respected Special Education Program that has become a model of dedication and compassion.
The program is led by two trained educators: Celia Monroy, who holds a Master’s degree in Special Education, and Yasmini Caliz, who received specialized training through NARCIE before earning her Associate Degree in Primary Education.
Together, they support 14 students with a range of learning needs, ensuring each child is valued, nurtured, and treated with dignity.
Santa Elena’s Special Education Program began modestly in 2009 inside the school library due to limited space.
With only 8 students at the time, teachers improvised and worked creatively to provide individualized attention.
In 2011, the program received a major boost when Belize Natural Energy donated a dedicated classroom building, allowing for expanded services and a more supportive learning environment.
Today, the program has grown to 14 students between the ages of 5 and 14, including children with Down syndrome, autism, hearing impairments, cerebral disabilities, dyslexia, and other learning challenges. Guided by the school’s mission and vision, these students participate fully in school life—from fairs and Mass to sports days—ensuring they are never separated or excluded.
In addition to core subjects such as spirituality, physical education, and visual arts, students receive specialized instruction in daily living skills and personal social skills to help them navigate real-world tasks, communicate effectively, and build self-esteem.
Enrollment into the program begins through the Ministry of Education, which coordinates placement based on individual needs.
Importantly, the school also supports integration: when a child shows strong progress and readiness, teachers work with the Ministry to transition them into regular classrooms.
So far, 5 students have successfully made this transition—an achievement that reflects both the program’s success and the broader national commitment to inclusive education.
