By Aaron Humes: In a groundbreaking move to enhance its environmental and economic landscape, Belize has secured a significant investment from the World Bank to advance its blue economy initiative. The World Bank’s Board of Executive Directors has approved a project worth $32.23 million to promote sustainable management of coastal and marine resources, improve water supplies, and reduce pollution in urban areas.
This initiative is critical for Belize, which has been grappling with serious environmental challenges. The country ranks third among small island developing states in terms of disaster risk, with its iconic barrier reef—one of the largest in the Northern Hemisphere—experiencing a troubling decline in health. Overfishing and habitat loss have caused the reef’s condition to drop from ‘fair’ to ‘poor,’ threatening the ecosystem that supports over $1 billion in annual contributions from tourism and fisheries.
The new Belize Blue Cities and Beyond Project aims to address these pressing issues through a series of strategic policies and infrastructure enhancements. Key elements of the project include the establishment of national spatial planning systems that integrate ecological considerations, development of comprehensive water quality control strategies, and the creation of a national sanitation master plan. These initiatives will be crucial for fostering sustainable development in coastal communities across Belize.
Additionally, the project will upgrade Belize City’s wastewater treatment plant to expand its capacity and improve performance, ensuring it meets national standards. Efforts to enhance the water supply in South San Pedro and implement waste management solutions that encourage recycling and waste reduction will also be undertaken.
An innovative carbon market development initiative will be introduced, creating regulatory mechanisms and digital infrastructure for carbon credit transactions. This will enable Belize to generate high-quality carbon credits that can be marketed internationally, providing new financing avenues for the blue economy.
In a significant focus on community involvement, the project will also prioritize capacity-building for local stakeholders, including governments, non-governmental organizations, and women and youth-led businesses. Specialized training in climate-resilient practices and gender-sensitive resource management will be provided to ensure equitable and inclusive development.
Urban development has intensified pressure on Belize’s coastal areas, leading to infrastructure deficits. Currently, only 71 percent of the population has access to water connections, while just 18 percent are served by sanitation systems. More than 50 percent of Belizeans rely on agriculture and fisheries for their livelihoods, making them increasingly vulnerable to environmental disruptions exacerbated by climate change, such as rising sea levels and extreme weather events.
“This initiative represents a crucial opportunity for Belize,” said Lilia Burunciuc, World Bank Director for the Caribbean. “By safeguarding its natural resources while advancing the blue economy, Belize is not only addressing its immediate challenges but also setting a precedent for other Caribbean nations facing similar situations.”
Funding for the project will come from various sources, including the World Bank’s International Development Association ($23.5 million), grants from the Global Environment Facility ($3.76 million), the PROBLUE multi-donor Trust Fund ($4 million), and the Global Facility for Disaster Reduction and Recovery ($0.96 million)
