Belize faces challenge of turning Post-Pandemic rebound into long-term inclusive Growth, IDB says

By Zoila Palma:  Belize is now facing the challenge of turning its post-pandemic recovery into sustained and inclusive long-term growth, according to an Inter-American Development Bank analysis by economics specialist Camilo José Pecha Garzón.

The country “recorded one of the region’s strongest post-pandemic rebounds, growing by nearly 8% a year between 2021 and 2024 as tourism, agricultural exports, and outsourced business services expanded.”

The report notes that this rapid expansion helped reduce poverty and unemployment while also easing public debt from pandemic-era highs. However, it warns that much of the growth reflects a cyclical rebound rather than a structural transformation of the economy.

The study stresses that “sustaining that rebound will require higher productivity, stronger firms, better access to finance and skills, and greater economic opportunities for women, according to an IDB study.” It adds that Belize must now confront deeper constraints in productivity, innovation, and business scaling, as many firms remain small and face limited access to credit and skilled labor.

The report also highlights Belize’s underlying strengths, noting “Belize has strong assets, from natural capital and a strategic location to an English-speaking workforce and entrepreneurial dynamism, that could underpin long-term development if matched by stronger infrastructure, human capital, and institutions.” It also emphasizes that “the harder question is whether Belize can turn that recovery into sustained, resilient, and inclusive growth, according to our latest BIDeconomics report, Landscape of Opportunities: Belize.”

Looking ahead, the IDB analysis concludes that “the challenge now is to advance reforms that raise productivity, expand economic inclusion, and build resilience before external conditions become less favorable.”

It adds that “Belize has already shown that recovery is possible. Yet the harder task lies ahead: turning that recovery into a more productive, resilient, and inclusive growth model.”
