By Zoila Palma Gonzalez: In a memorandum issued on September 15 by U.S. President Joe Biden, it has designated Belize as one of the major drug transit or illicit drug-producing countries for Fiscal Year 2025.
This decision, outlined in Presidential Determination No. 2024-12, includes several other countries such as Afghanistan, The Bahamas, Bolivia, Burma, the People’s Republic of China (PRC), Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, India, Jamaica, Laos, Mexico, Nicaragua, Pakistan, Panama, Peru, and Venezuela.
The designation identifies nations that play significant roles in the transit or production of drugs and precursor chemicals affecting the United States, regardless of their government’s counter-narcotics efforts.
The memorandum clarifies that a country’s inclusion on this list does not necessarily reflect its cooperation with the United States or the effectiveness of its own anti-drug measures.
Instead, the designation considers a country’s geographical and economic conditions that facilitate drug trafficking and production.
According to the U.S. Government, this new designation is part of a broader effort to address the global drug crisis, particularly focusing on countries that are substantial sources of precursor chemicals used in the manufacture of illicit drugs.
In addition to naming Belize, the memorandum highlights Bolivia, Burma, and Venezuela for failing to meet their international counter narcotics obligations over the past year.
These nations are noted for their lack of adherence to international agreements aimed at controlling narcotics, though the U.S. recognizes that supporting their drug control programs remains crucial for American national interests.
President Biden’s administration has made significant strides in reducing drug overdose deaths and disrupting drug supplies through enhanced border controls and international cooperation.
The U.S. continues to strengthen its global partnerships to tackle the production and trafficking of synthetic drugs, working closely with countries like Mexico and Colombia to address this pressing issue.
